Above the Wall is a drama series set in the mid-to-late 1990s that explores the aftermath of the bankruptcy of Pinghai National cotton factory. The series follows the story of factory workers dealing with delayed resettlement fees amid rumors of corruption involving the factory director Xiao Geng Shi. The plot centers on worker Jiao Tong Sheng, who was collecting evidence of corruption before drowning on a rainy night. Police officer Luo Shi Xiang investigates the case, uncovering links between Jiao Tong Sheng's death and Xiao Geng Shi. Meanwhile, Jiao Tong Sheng's daughter Lin Shuang Sheng begins her own quiet investigation, suspecting her father's death was not accidental.

The series was planned to have at least one season consisting of 18 episodes.
