When does Arkham Asylum return?

The Elizabeth Arkham Asylum for the Criminally Insane is a fictional psychiatric hospital/prison. It first appeared in Batman #258 (October 1974), written by Dennis O'Neil with art by Irv Novick. Arkham Asylum is where Batman's foes who are considered to be mentally ill are brought as patients. The asylum has a poor security record and high recidivism rate.
